This request is to install a digital [illuminated] pedestal sign at the intersection of Fulton St and Fuller Ave.
Illuminated and [potentially] animated signs require Special Land Use approval due to how extremely annoying they are to anyone with a sight-line of the location. They also add another potential distraction for Motorists, provided those Motorists ever look away from the mobile device they are holding in one hand while they operate their multi-ton private property on public right-of-way whose maintenance they are not paying for.
The 39" x 59" sign display will operate 24/7 but will "dim" at night.

This property provides a staggering 130 parking spaces! The site is within the walk-shed of Rapid route #14 (Fulton); a route #6 stop is 0.33 miles for the site.
The Salvation Army, as a non-profit, zeros out the taxable value of the property. The estimated cost of the sign, including installation, is $50,000.
1148 Fulton St W
This is a Special Land Use request to convert a portion of a parking lot, attached to an existing bar (Putt Putts), into an outdoor seating area. As this is attached to a bar the request includes not only elimination of parking spaces, but also outdoor alcohol service to bar patrons.

This is a continuation of a use established for this space during the COVID19 period, the space accommodates about thirty (30) patrons. The seating area is delineated from the parking area by a 3ft high metal railing.
Putt Putt's Bar is within the walk-shed of the Laker Line BRT - the John Ball Zoo Station - as well as the Rapid's route #12 (Westside).
The West Fulton Business Association has submitted a letter of support for Putt Putt's continued use of the outdoor seating, as they haven been using the space for the previous five (5) years.
1050 / 1054 Leonard St NW
This is the cotinuation of the previously tabled move of Matthew's House Ministry from 7th St & Alpine Ave. to Leonard St & Powers Ave. This was tabled from the 2025-05-08 Planning Commission meeting - see that meeting for information and images.
Matthew's House Ministry has submitted an updated Special Land Use application (PDF).
